Mr. Hill was born in Independence, Missouri, and has been a resident of Gladstone, Missouri, since 1984. He received a Bachelor of Arts degree in mathematics in 1979 and a Juris Doctor of Law degree, with distinction, in 1982, both from the University of Missouri at Kansas City where he was an editor of the UMKC Law Review and a member of the Order of the Bench and Robe.  Mr. Hill was admitted to the Missouri Bar in 1982 and is  admitted to practice before the United States District Court for the Western District of Missouri and the United States Court of Appeals for the Eighth Circuit.  He is also a member of the Clay County Bar Association and the Kansas City Metropolitan Bar Association.   Mr. Hill has a general civil practice with an emphasis on business formation and planning, taxation, real estate, commercial law, estate planning and estate administration.

Mr. Hill is a past Mayor of the City of Gladstone, Missouri, and has served as a member and chairman of the City of Gladstone Planning Commission and a member and chairman of the City of Gladstone Tax Increment Financing Commission.  He is currently a member of the Gladstone City Council.  Mr. Hill is a past chair of the Gladstone Area Chamber of Commerce and a past chair of the North Kansas City School District’s Adult and Basic Education Advisory Board.  He has also served as a member of the Gladstone Economic Betterment Council.
